Abandoned mine gang rape horror – AICM demands answers from Mantashe

The Azanian Independent Community Movement (AICM) has demanded answers from Mineral Resources and Energy Minister Gwede Mantashe following the gang rape of young South African women by illegal immigrants on unused and abandoned mines near Krugersdorp in the Westrand.

AICM president Wiseman Dibakwe said the party would like to remind Mantashe that the Mineral and Petroleum resources Act (MPRD) reguired mining rights holders to set aside a financial guarantee for rehabilitation and mine closures.

“The South African legislation has provided and developed a mechanism to promote a sound and safe management of mine closure and rehabilitation for mining Companies in South Africa. As AICM, our concern is that how is the Minister addressing this matter with rights holders and mining companies responsible for such mines where there are currently illegal mining taking place?”

“Can the Minister take South Africans into confidence and table a report in line with the MPRDA on actions to be taken against such rights holders who go against legislation?”

Dibakwe said South Africa had since leant that “this illegal mining is bigger than what it seems” . “It has come to light that this illegal miners carry heavy and dangerous arms. The question is who supplies them with this arms? Who is buying this gold and other minerals from this illegal miners?”

Dibakwe asked why were the SAPS, the Intelligence Services and the Security Cluster only reacting” after such a horrible act of crime”. “As the AICM we need these questions to be answered by relevant heads of governance so that South Africans can feel safe again.”

Dibakwe called on Mantashe “to clarify and call out all the companies that abondoned such mines after operations to be accessible like that”. “We also need clarity on how did such rights holders, being the mining companies concerned, get to be awarded their closure certificates if proper processes of MPRDA were not followed and who was responsible for oversight thereof.”

“We also demand that those said companies be exposed, banned and never to operate again in South Africa,” concluded Dibakwe
